Las falencias en el descubrimiento y captación de talentos en edad infantil; los insuficientes saberes especializados y actualizados de técnicos, árbitros y atletas; el nepotismo y otras arbitrariedades en la conformación de selecciones en cada nivel y en todas las categorías; la desidia, exigua exigencia y falta de profesionalidad; el pésimo estado de las instalaciones; la aplicación de métodos obsolescentes; el insuficiente fogueo y la resistencia a la contratación internacional… Puesto en cuestión el actual estado de salud del deporte en Cuba, acerca de esto y más argumentan especialistas y aficionados para considerarlo cuando menos urgido de cuidados intensivos a partir de que, claro está, el fenómeno migratorio –fuga de talento le llamarán otros– y el diferendo con Estados Unidos –llámelo bloqueo, dígale embargo, nómbrelo como estime– son sus carcinomas, sus principales y hasta ahora incurables tumores.
A todos o a casi todos nos asiste la razón por más cuestionables que puedan resultar nuestros juicios, pero conviene orientar los análisis desde y hacia el mal mayor, a contrapelo de miradas fragmentadas en virtud de disciplinas deportivas, zonas geográficas, historias de vidas, sucesos fortuitos o experiencias personales. Ello, porque las enfermedades de nuestro deporte no son privativas del béisbol, el fútbol o el voleibol, no son mayores o menores en Manzanillo, Guaracabuya o Centro Habana, no duelen más o menos en competiciones nacionales, torneos centroamericanos o Juegos Olímpicos. Esos padecimientos carcomen todas las disciplinas, pululan por igual en cada esquina del archipiélago y nos hacen penar a los cubanos en cuanto escenario existe.
El principal problema del deporte en Cuba, por encima de todos los debates y argumentos posibles, es sistémico, anquilosado como está en el pasado, dormido como permanece sobre laureles pretéritos. Auscultarlo desde esa perspectiva supondrá colocar el dedo en la llaga de una vez y solo entonces emprender su revitalización (que no podría suceder al margen de un proceso similar en la sociedad toda, porque uno es expresión de la otra).
Diseñado para dirigir la gestión deportiva en Cuba desde 1961, el Instituto Nacional de Deportes, Educación Física y Recreación (INDER) afronta el desafío de detonar sus cimientos para acometer una transformación que garantice los propósitos fundacionales cardinales aún y, sobre todo, reconozca las exigencias de la actualidad –mediáticas, jurídicas, científicas, estructurales…– con el propósito de consumarlas (de lo contrario, cualquier cambio o variación será apenas un acto del peor travestismo imaginado).
En estos momentos, su gestión, digamos con el beneficio de la duda mediante, impulsa y promueve el deporte de excelencia, pero, por ejemplo, no dispone de un sistema de estructuras que evite vacíos de competiciones durante el año y garantice la disputa de torneos nacionales de varios deportes (los más populares en primer orden) en todos los niveles, sin que sus calendarios se estorben o la atención mediática a unos condene la visibilidad de otros.
Ahora, porque el contexto deportivo mundial lo exige, debe concertar alianzas con otras profesiones, en primer término con instituciones del derecho, habida cuenta de la necesidad de establecer, acorde a principios constitucionales, un instrumento legal que sostenga y signe el acuerdo con los medios de comunicación, la relación con los deportistas emigrados (para comenzar, el tema de que integrar selecciones nacionales está supeditado a la participación en campeonatos domésticos), más la contratación de entrenadores, atletas, árbitros y diversos especialistas, entre otros muchos asuntos.
